I hate seeing dogs like that. When I was doing GIS work, I saw so many awful sights of neglected, starving dogs tied up or in small cages with no food or water in the sweltering heat. I would carry dog food and water around with me. I even cut a few loose, because at least they would have a better chance finding food and water not tied up.
