I'd say Chubb is and he's a cut below that. Although he's shown flashes and has progressed nicely, so just let him grow into the elite category, no good will come over trying to force the issue.

I'd take Fournette over Chubb, both are powerful but Fournette is showing some breakaway speed so far today that I haven't seen from Chubb yet.
