Kinda like that in Knoxville, the only way to get "cited" is getting an MIP (what Jalen got). Any other underage drinking violation (open container, public intox, etc.) gets you a trip straight to Knox County Jail. What sucks is most of the people getting underage kids in trouble these days used to be able to drink at the age of 18.

Jalen admitted to drinking that night when UTPD asked (that came out today) but he was also in a private space - his dorm room. Also, remember the party? Most of those players were merely cited for underage consumption by KCSO.
Citations for underage drinkers 18 and above happen all the freaking time on campus and in the city of Knoxville and Knox Co. UTPD (which is associated w/KPD) is the worst for that.
UTPD/KPD used to be better about this shite but they love busting students these days because they know mom and dad will pay up. And nowadays, KPD is anti-alcohol for everyone (they used to turn their heads a lot more on gamedays but they need the money). They're still pretty lenient on gamedays about open containers outside but not like they used to be in the 90s.

Sorry, but that's just not true.
Tennessee's drinking age was 21 from 1933 to 1964, at which it was lowered to 18. It was raised from 18 to 19 in 1979 and then raised to 21 in 1984.
There was a 15 year window from 1964 to 1979 when an 18 year old could legally drink and a 20 year window when 19 and 20 year olds could drink.
The youngest person that could drink legally at 18 in Tennessee is now 53 years old and the youngest that could legally drink at 19 is now 49.
Those guys are now in senior LE positions if not already retired from their LE careers. They aren't out making MiP busts.
Any street cop under 30 years old wasn't even born when it was legal for someone under 21 to legally drink alcohol.
