Here is the Outdoor Track plan...not sure when it will actually be realized though. Also, I don't know how it compares to track facilities around the country.

Kentucky completed a new outdoor T&F facility a couple of years ago. Nothing in comparison to the seating numbers for the proposed A&M facility or Arkansas (UK's only has 3,000 capacity), but a nice smaller complex with all the needed amenities for hosting a good meet. Also expandable for the future if needed.
