School's not bound by normal jurisprudence. They don't have to respect the whole self-incrimination thing. Obviously they can't force the two to testify, but if they feel there's enough evidence to consider the two obstructive in their behavior, they certainly can expel them. A civil suit might conceivably follow, but if the two are in any way guilty, they won't bring one because civil suits give them considerably less protection than criminal cases and judges are a lot less tolerant of plaintiffs who won't testify.

But I have serious doubts about whether FSU would expel them, regardless, barring some major PR scandal. Nothing I've seen thus far suggests they're big on treating their star athletes like any other student.
