I don't know that Saban can. Bear came in when the age of televised football was becoming en vogue and really brought great national exposure to a state that had a history of less than impressive feats. We had "heard" about the Rose Bowls with Thomas, Wallace Wade and Red Drew but we "saw" Bama's dominant teams under Bryant.
Bryant was also a "Bama guy" which still carries some weight. Saban is more of a professional coach. Bryant had a profound, unequaled love for Bama and it's people, culture and lifestyle. All other things being equal with Bryant bringing something positive to the state at a bad time, his love for all things Bama and the fact that he won and won a lot keeps him, in my mind, at a perch that no one could equal. This isn't a knock on anybody. NOBODY could take that perch from him. Saban is doing what we hired him to do. Bring back Bama football. We can't ever repay him enough for that and he is indeed a legend but not ever gonna surpass Bryant to the fans. My take and mine only.

Nice post!...and I agree.
I was born and raised in Tuscaloosa, and was there when Coach Bryant came back to coach. The fact that 1) he was the type personality that he was 2) the tremendous success he achieved there 3) the length of time as HC(25 yr), and 4) the period during which he was so dominant in the country, will all combine to form a legacy that would be impossible to match.
I personally think that Coach Saban, in his own way and strictly from a football perspective can be every bit as good, if not a better total coach than Coach Bryant, BUT he's going to have to do it for a while longer, with similar success to qualify to join that club.
