If the earth's rotation stopped the resulting winds still traveling current relative speed to earth would now be around 1,000 MPH at the equator and would destroy 80 to 90 percent of the earth. of course friction would eventually slow the winds down but by then we would all be toast. Safest place for survival would be the polar caps but not many humans would be there.
