Do you know why non baseball sports teams don't use steroids? It's not because of testing, because there are plenty of products out there you can't test for. It's because rapid gains, that are a result of taking growth enhancing products, grow your muscular tissues faster than your bones, ligaments, and cartilage. This results in a very high probability of injury for professional athletes in sports that are strenuous on your joints and bones. In addition, a large part of full body lifts, and activity found in a contact sport, are based off of the strength in ligaments and small support muscle groups. These groups, and certainly the ligaments, don't benefit from increased testosterone or growth hormones the way large muscle groups do.

If you really think any college team is juicing, you need to study the way the body supports muscle growth. I'm not calling you dumb, I'm just letting you know why you've never heard of a college football player getting caught juicing. It's because none of them do it, it doesn't produce gains that translate to the sport.

He thinks they are juicing because his team is full of Texas HS athletes who have strength and conditioning programs like an FCS school (or better), excellent coaching, and great nutrition. Their freshman adjust to the speed of the game, not much else...they don't often see the results of kids lifting non-make shift weights for the first time or having someone actually design a program unique to them and their position instead of "30 minutes of weight training."
