If you change the compound of helmets and pads to a foam that's a little denser than a nerf football you eliminate most of the injuries. This has been known for a couple of decades. It doesn't get done because it doesn't look as cool and takes some of the violence out of the game

I have this debate with people about Rugby and Football, which is more difficult or has the more violent hits and it's because of pads that the hits are far worse in Football.

In Rugby, almost all tackles are form tackles, below the waist and more of a wrestle takedown than an actual smash.

In football, the pads and helmet offer greater planes to strike, which leads to the body jerking back and the head bouncing. I personally think most Rugby players wouldn't make it in football (if they could, they would certainly try since there's more money in it).
