I would not say it is normal, but then again I haven't ridden a school bus in 20+ years.

I do remember that when I was in 7th/8th grade the bus driver would make boys sits in the back half and girls in the front half, or vice-versa. Back then I thought it was odd, but looking back, given it was Atlanta Public Schools, I could imagine there had been some stuff going on to bring about that policy.
