Ferguson has a white, Republican mayor. 5 of 6 city council members are white. According to some voter models, whites were 3 times more likely to vote in a local election than blacks in Ferguson. That's how a 22% minority controls a city. Voting.

I think the biggest problem is that they're against the system -- give up before they even start.
They need to start voting, for sure, though, and I am positive that they will next election.
Or at least I hope they do.
