Apparently teams can apply for a waiver to go to a bowl due to unforeseen circumstances.
For instance...take the 2011 UCLA Bruins. USC was on probation thereby allowing UCLA to win their division that year. UCLA finished the season 6-6 and was going to play Oregon in the Pac 12 Championship Game. If UCLA lost the game they would be 6-7 and thus ineligible for a bowl game due to having a losing season.
Since they argued that they were forced into the Pac 12 Championship Game, the NCAA allowed them to remain bowl eligible despite losing to Oregon. They ended up losing their bowl game and finished 6-8 on the year.
