The problem was, refs were missing penalties because they were hurrying too much and were out of position. Refs were hurrying up getting the ball in play for HUNH teams. Wasn't right. Supposedly they fixed this problem.

This is spot on. I heard the NCAA director of officials speak to this very thing on SiriusXM 91.

So will they be missing penalties when a team is behind 10 pts with five minutes in the game and goes hurry-up to have a chance to win?

Or will they just not allow that team to have a chance to win? Five minutes left, game over?
