I remember a discussion here about this very issue when Jeremiah Masoli transferred to Ole Miss.

If Coker only had 1 year of eligibility remaining, he couldn't transfer to any SEC school because of the "Masoli" rule.
The Masoli rule doesn't apply to transfers with 2 years of eligibility left.
