Isn't it the "FSU doesn't offer the graduate program I want" loophole? If FSU offered the graduate program he desired, he would be ineligible.. unless I made that up

I remember a discussion here about this very issue when Jeremiah Masoli transferred to Ole Miss.

I don't think the NCAA gives a frick anymore. The facade is over. The power conferences will rule themselves. Gonna be dog eat dog.
