This is assuming that legality is the thing holding most up when it comes to use, as if millions would suddenly stet using if it were legalized.

The kind of people regularly shooting opiates aren't worried about whether or not it's legal.

I do think more would use it if it were legal but I agree it probably wouldn't be drastic. The problem is a drug like heroin is so addictive that one use can lead to addiction much easier than having a drink for the first time.

Mostly I think people who abuse drugs like heroin should be off the street. The problem is we lock them up and magically expect them to get better. I'd rather keep it illegal and try to rehab instead of legalizing it
