Can I pay to subscribe to the network online, Pay-Per-View or via ESPN3 if I can't get it on TV?

No.

Doesn't look like it.

Im not talking about ESPN3 I am talking about ESPN Gameplan. The SEC is still listed as part of the Gameplan package on their website. I wonder if this is just an oversight on their part or a backdoor way of telling their customers that they still offer SEC football.

If the game is a regional or blackout game being show on one of the networks ... then yes.

You just won't be able to see the games being shown on the SECN.

Problem is, all the leftover games not being shown on the big networks ... are considered SECN inventory.

So technically yes, in actuality no.
