Yea probably, it seems like a shitty thing to do.
If he has the disposable income to pay her for sex then he also the disposable income to just help her out without the sex. You said they were friends? It doesn't sound like they are if he's considering this.

He's helping her. And it isn't like she isn't getting laid in the process also. What she's trading she still gets to keep. You shouldn't feel sorry for girls with ATM's in there pants if they decide they want to get some cash out.

Is He an a-hole for trading what he has(money) for what she has (hotness)? I don't even understand why you would ask the question.
