The A&M website numbers show faculty and staff--not all outsources, contracts, grantees, etc. in all 254 Texas counties.
I'm not in the least bit interested in how many we employ or who employs "the most."
We're one of the nation's top five largest universities--it stands to reason that we employ tens of thousands of people.
Just posting the public numbers, that's all.

My first thought was that they are including the agencies (Ag Experiment, Ag Extension, etc) which are statewide (all 254 counties), but then those may not be directly under the purview of the University President - e.g. might be governed directly under the Chancellor.

I'm sort of shocked that the State of Texas is not the largest employer, even in a reflexively anti-government state like Texas. Not surprised Shell was #2 on your list though.
