It might not be just that the secondary sucks as much as it might be Payne was a guy who the scouts thought was too short, too slow, didn't play well in HS, etc. (I'm guessing, I'm not familiar with his background).

If that's the case, it shows the other guys who are a "step slow", "too short", or any other reasons a player is over looked (from a small school for example) that if they walk-on at Arkansas they will have just as an equal opportunity to compete for playing time at a position with an "all everything" recruit.

That is probably part of the "walk-on program" that CBB talks about, get the guys to pass up a D1-AA/DII partial scholly/walk on to walk on at Arkansas at for a real shot to prove they can compete with the best in the land in the best conference.

The staff were also bragging on Coley at S over the last year, while not a walk-on, he was a guy who was very under the radar in HS.

It could be the guys at the positions just aren't that good, or it could be finding the guys who, to be cliche, "have a chip on their shoulder" and out perform them once on campus.
