Apparently they do. And apparently if there's ever a tie.......Litigator's picks will count twice because the "chairman" gives him special treatment.
First, Litigator gets added to the Czar panel....and now he gets his ballot counted twice. Why? Because "the chairman" says so.....

That's what I envisioned too.
These polls are horseshite. We should have a meeting and vote on each and every individual ranking starting at #1..,,,,,and then work backwards. Just las the actual real Czars will.
