Dantonio, probably not. He's had one really good year with a great defense. Other than that he's been meh.

Cutcliffe 100% deserves to be in there. Hell I'd have no problem with him being the top 5 to be honest. He took Duke, a team that was expected to win MAYBE 2 games a year, to the ACC Championship and almost beat A&M in the Chick Fil A Bowl. That's nothing short of remarkable.

The ACC is incredibly bad outside of Clemson and FSU at this moment. Not saying he isn't a good coach but Top 5 would be a hard stretch.

Dantonio deserves 100% to be on that list. He took over a flaky program that always collapsed under the immortal John Lol Smith and has built it into a powerhouse. At the end of last season, they may have been the second best team in America, despite being the second program in a weak HS football state. He will never beat Michigan and OSU in recruiting wars because they're Michigan and OSU, but his teams kick their asses on the field. He's been mentioned as a possible successor to Spurrier at USCe, and as a UGA fan, I want no part of playing a Dantonio team every season. MSU will always have a nasty, mean, physical defense as long as he's around, and they'll always have a chance to win the Big 10.
