Here's a decent summary (by 247):
This is likely a good pickup for us, especially since we have Helm and Wolfe for your more traditional TE role.
So BOOM!

Kyle Oliver has been one of the fastest rising prospects this spring as a tight end. The catch is that he's never played tight end. He's been a wide receiver in his high school's offense and it wasn't until people started looking at him in the context of a tight end that his recruitment really took off. At 6-foot-5, 230 pounds, Oliver possesses very good hands and ball skills, he can run crisp routes and he can make plays over smaller defenders. What he's lacking is experience in the blocking game as an in-line player. There may have been an adjustment period for Oliver in a true pro-style system that uses the more traditional tight end but at Tennessee with the spread system, he should be able to quickly become a factor as a mismatch player that can attack a defense from a number of different places in the pass game.
Back in May, I wrote about Oliver as a player who's best case scenario could be Eric Ebron in the right offense. In Tennessee, he's found the right offense.

I'll have some of what he's drinking, but the kid does appear to have the size and athleticism (if he's played exclusively at WR for his high school team) to be a factor in the passing game. Seems like a good pickup.

Oliver is already 6-foot-5 230-pounds and he's a rising Senior in HS. Ebron is 6'4 245 pounds and in the NFL after going through college weight training - hell most players can put on 15 pounds within a few weeks of arriving on campus. He may or may not have the athleticism (he jumps well, stays on his feet when knocked around by defenders, and has great hands from just a cursory glance at his tape but he doesn't look to be super fast). However, he definitely has the size.
At any rate, that guy was projecting a best case scenario - we all know recruits don't always reach the 'best case scenario.'

How many can the Vols take this year?

^Full class depending on various numbers (roster limit, EEs, any walkons awarded schollys etc.) but should be anywhere between 22-25.
