It's a lot tougher to get an Indian casino into a state that doesn't allow that type of gambling already. A legal argument would have to be made that the gambling at Oaklawn is equivalent to what an Indian casino would allow. And even if that was accepted, they would still have to work out an agreement with the state. I don't see any way that the current legislature would permit that to happen.

Not to rain on anyone's parade, but the Quapaws have a hell of an uphill climb to get a casino into Arkansas.

When I used to make beer runs to the next county over, the ditches the entire way back were lined with empty beer cans.

That's my biggest issue with wet/dry counties.

Oklahoma doesn't allow casinos. Indians get a special exemption. The same will be true in Arkansas.
