Yes, it essentially added another hurdle to getting back on the team. If the team said "no" even if the coaches were alright with him coming back, he couldn't come back.

Will the team be allowed input on Mills punishment just like they did with Hill's? It really isn't fair to Mills if he isn't allowed the same process Hill got, especially because this appears to be his first incident with the law while Hill had two

Mills is indefinitely suspended as of this morning according to Shea. Looks like Miles is going to let this play out before making a final decision on this. I like the move suspend him and see what happens. Once the dust settles either sit him a few games or kick him off.

Miles did ask the team if they wanted him back but that wasn't the final say. Les made the call.

You are absolutely correct.
However, the implication with saying "team vote" is that the coaches just allowed the team to make the first and only determination as to whether he was allowed back. Thus, putting his punishment in the hands of his friends. That is untrue.
However, the coaching staff made that decision.
It's a misleading headline to say that "team vote allows Hill back on team."

I'll let you in on a secret...Miles knew he'd be voted back. It was just to create some unity and put all the drama to bed and get back to football.
Miles has kicked off numerous players without allowing the team to vote. It came down to the coaches.

Step 1: Coaches said it was ok if Hill returns.
Step 2: They let the team decide if it was ok to let him back in their locker room after letting them down.
So yes, if the team said "No" he wouldn't be allowed back, which would be good because their would be locker room issues if he came back and they all hated him.
