A new study from researchers at the University of Hong Kong and the University of Indiana estimates that corruption on the state level is costing Americans in the 10 most corrupt states an average of $1,308 per year, or 5.2% of those states’ average expenditures per year.

It they (hong kong pinhead and indiana pinhead) are basing "corruption" on the politics of chrony capitalism, I can tell you 3 places that trump any of these south states.

D.C.
New York
Boston(or Chicago)

I don't need to spend years doing "studies" to figure this out either.

Pretty lame topic really, I should kick myself for posting in it.
