what about Tennessee? Is Tennessee at Martin the flagship? How about the University of Alabama at Birmingham? Or The University of North Carolina at Willmington?

Before you get into the what if game you first need to establish what the term "flagship" means. Since the term is a navy term lets think if it in ships. In the U.S. navy the flagship most likely refers to the largest or newest ship in the fleet not the oldest. So the term can be interpreted in a variety of ways.

In summary this thread fails.
