It's always been one of the larger stadiums in one of the smaller markets. It was larger for the UF/UG game. It didn't work for the Jags after the initial surge when they came to town and then decided to suck for so long.
Blackouts are the reason for the tarps. It's not about ticket prices so much.

if people wanted to pay for the seats you wouldn't need tarps to avoid blackouts.
the ticket price they were asking was clearly not worth it to the average Joe.
