How is it not? You are claiming the NCAA turning a blind eye to what someone says against their former institution.
They both would be consider "cheating" whether fake grades/classes to impermissible benefits and PEDs.

This isn't some new story and it isn't just former players. You should at least have some tiny grasp of the situation before speaking about such things.
