1). This charitably assumes the legislature won't fund the Education budget with any changes - that they'll simply tack the $24M on top of the normal allocation. That is unlikely to be the case.

2). As a function of the overall budget for Colorado, the $30M is about a 0.6% increase. As a function of pupils in the Colorado public education system, it is less than $30/student per year.

Doesnt really matter what percentage of the current budget it is. Its 30 million they didnt have last year, and they didnt have to spend any money to cultivate.
