How would the owners be able to take down that building so quick?

Building 7 didn't collapse until 5:20 pm. Nearly 9 hours after the first building was hit and 7 and half hours after the first building collapsed. Plenty of time to gather what was necessary in a city like New York and get it into place among all the chaos of the day.
But I suppose they could have known before hand too. The building did house several intelligence and law enforcement agencies including the NYC Office of Emergency Management's Emergency Operations Center which was commonly referred to as "Guiliani's Bunker"
But numerous witnesses have said that demolishing the building was discussed by emergency personnel at the scene and advocated by the buildings owner.
