And I stated that things vary from state to state. $18,500 is outrageous!!! Is this amount for adopting any kid in the "system"?

depends on what you mean by "the system" that's the costs i've found at 3 different adoption agencies in TX. Going through as a foster or foster to adopt parent can be little to nothing.
