No. It doesn't. Manziel sold autographs. Do you think it was from a lack of money? People steal because they want to thrill of trying to get away with something. (Or at least most do) And if you pay the athletes, some other school will pay them more under the table, and you will have the same corruption. Greedy people are greedy. They will always want more. Pay them $10,000 a year and they will scream they want $100,000. pay them $100,000 and they would want $1,000,000. After all...the schools are making a killing off them, right?
