I think they don't have a choice but to try and force him to sell. The media and the PC Crowd want this man destroyed and will settle for no less. If they vote otherwise they will be set upon by the hyena pack.

"We voted not to force the sell because the language of the owner's agreement puts us in questionable legal ground. The owner's don't support his statement or views and urge him to sell, but we will not put the league at risk in this matter."
Let the media bitch and moan and hope the focus the hate machine on getting him to sell on his own. Now it could get very interesting if the players decide to boycott during the playoffs based on a decision not to force the sell.
