would OOC rivals count for that one major game? like UF plays FSU, USCe plays Clemson, etc

Please be more accurate. Your title says that SEC teams must play one other "major" team, but the article clearly states that this can include a Big Ten team.

In other words: UGA, UF, USC, & UK....keep your schedules the same.
As for the other 10, get a perm. Power 5 team scheduled for game 9.
