If you don't want to actually serve, you can still attend any public meeting. There should be an open forum that accepts comments from the floor. Or you can request to be placed on the agenda to speak your mind.
Although you must live in the city limits to vote on city issues, a business within the city would be listened to. Also you may want to consider speaking to the Chamber of Commerce, or joining that organization.

No, I think I actually would like to serve.
I've been offered a couple of appointments previously that I turned down based on what I do (I rent my home in the county,) but the new hard line political thing (this is Nevada, btw) has kind of tried to push me out. My business is the most permanent thing I have.
I'm not a prototypical party member, which kind of sucks here.
