You'd think if it was a clear case of a crime, they would have arrested someone for it. I doubt that 50 tweets to 50 followers which included tweets such as "I am trill as frick" will convince a rational judge that it was anything but parody.
More likely, based on THIS ARTICLE, the police thought that the Twitter account was connected to one of their outspoken web critics and thought they might get a chance to teach him a lesson.

I don't have any idea if this one rose to the level of a crime. I was just pointing out that if you are planning on doing a parody, make sure it is clearly a parody.

As a political figure, something like this could possibly be seen as slander or even harassment. Not sure that parody would apply when identity is hidden and and there isn't an attempt to provide evidence that it is parody.
Hell, if they really pushed they might could even charge them with identity theft to a point. It would be like someone getting a fake ID with your name on it and go around saying they are you will doing stupid shite and saying stupid shite.
