Actually, it's much more difficult to produce and administer the rabies vaccine than for, say, influenza. One shot is good for the flu but rabies requires 5 shots for post exposure and 3 for pre. Cost differences are extreme, too. Pre rabies shots run up to $1,000 and post up to $7,000.
Weaponized rabies could reduce the world's population by about half before it could be contained by vaccinations.

It may not really take three vaccinations to develop immunity though. There are no challenge studies like in animal health where the vaccinated animals have to seroconvert after one dose and the control animals die for the vaccines to be licensed. They have to test titers in humans.
It also doesn't have to be expensive.
ETA: If we can distribute edible rabies vaccines for wildlife, surely we could come up with a plan for people.
