It could happen. The problem with rabies is that by the time you start showing symptoms, it's already too late. If you contract rabies and don't get treated within a few days, it is 100% fatal.

Even worse, in the latter stages it causes insanity. So if someone set off a rabies chemical weapon and didn't tell anyone what it was, everyone would first go insane and then die. It could potentially end all human life on earth.
