This makes sense on the surface but is fraught with problems. If there isn't a set salary then small programs won't be able to compete for recruits. Texas and USC can just outbid every program. Then you might have to do a salary cap problem. And you have to worry about Freshmen in college who may or may not pan out making way more money than they are worth. You can't usually know what an 18 year olds potential for earnings are.
