I don't think Saban is implying that juniors cannot go pro early. What I think he is saying is that they should have the ability to get more info about where they would get drafted and then make a decision based on that. Go to the combine, see how you measure up, if you are not as good as you thought them you can go back to school and work on your game if you chose to. Is it really that hard to understand?

That is suggesting something be added to obstruct a person wanting to apply for work and stopping him from getting an interview.

I can agree with an underclassmen combine as a choice.
