I don't see how they couldn't. Especially when they get in the damn streets.

I think it was saying they can't arrest them. So they can go tell them to get out of the streets, but if the cops can't arrest them i don't think they care enough to do anything.

Only time I've seen people in intersections taking donations it has been the fire department.
