You are technically correct. When I use the word "can't", I mean that they can't do it without the offense snapping when they are completely unprepared and shorthanded. So by all practical standards, they can't sub. I hope you don't continue to split this hair.

no, they dont want to. Can't implies they are not allowed to or dont have the means. As I stated teams do it all the time. so if they dont, its because they dont WANT to

Or your coaches can just think ahead. Have a guy ready to come on the field as soon as the play ends. It will take at least a few seconds for the refs to spot the ball. You can easily have a guy run on and off the field.
