You are technically correct. When I use the word "can't", I mean that they can't do it without the offense snapping when they are completely unprepared and shorthanded. So by all practical standards, they can't sub. I hope you don't continue to split this hair.

Ok, and on a passing play, the offense has to use a player to sit back and protect their QB, because that pesky trickery defense may blitz a linebacker. That seems unfair too now doesnt it?

Why can many teams do it and your scenario they cant?

no, they dont want to. Can't implies they are not allowed to or dont have the means. As I stated teams do it all the time. so if they dont, its because they dont WANT to

Or your coaches can just think ahead. Have a guy ready to come on the field as soon as the play ends. It will take at least a few seconds for the refs to spot the ball. You can easily have a guy run on and off the field.
