What are they basing Atlanta on? Within the city limits or the metro area?
If they are taking total crimes inside the city limits and dividing that by number of people that live inside the city limits, you skew the numbers badly because so many of us live outside Atlanta proper, but go in for work, sports, concerts, bars, etc.
