I'm curious though, for those in or close enough to Atlanta to know much about the elected leadership and how poorly that city is ran, did anyone really expect this to be handled well? Put a bunch of people in charge of a city and situation like this who are only skilled at scamming the populace and this is what you get.

People often confuse Atlanta the city with Atlanta the region. Atlanta proper only has half a million people. The region has over 6 million people with roughly 60 different mayors and executive branches of government and there is zero coordination between them. It was ridiculous for everyone to be dismissed from school/work at the same time. That goes to the other issue of the lack of a decent public transportation system. Most of the people stranded on 75/85 live in areas that blocked MARTA expansion, so, I don't feel sorry for them.
