well considering cars couldn't move because of ICE, I think pre-treating the road would have helped a lot dumbass. would traffic still sucked? yes. would people still have been stranded? yes. eat a dick.

The DOT Commissioner said they pretreated the roads,but the heavy midday traffic pushed most of it to the shoulders. He said the biggest problem was tractor trailers jack knifed and the inability to get to these accidents due to traffic that seemed to exit at precisely the same time.
