The NCAA doesn't let you do that. As I understand it, if he plays a snap of football, his "track scholarship" also counts as a FB scholarship.

Buchanan's grandfather was worth about $100 million. Why couldn't he walk on? OM in state tuition is entirely insignificant for their balance sheet. Is there some sort of NCAA rule against doing this?
