It has to be a problem with resource allocation.
Like the old economic concept of "Guns vs. Butter", you can have so much of your resources going toward football before basketball takes a huge hit.
For instance, Bama chose to spend $60,000,000 on expanding Bryant-Denny by 20,000 seats instead of spending it on improving their basketball facilities.

Can't speak for the other SEC teams but it absolutely is a funding issue at UGA. We spend less per athlete than most of the better teams in the SEC. Someone posted the stats here just a couple of weeks ago.
