An offer where if the athlete wants to commit the staff will reevaluate him before accepting the offer.
Not something you wanna do a lot on your own turf. Doesn't leave a good image when you have to back off a kid.

It's not an 'offer' at all. You're not offering anything, except letting them know you are interested pending other factors (higher rated recruits, evaluation.)
It's also what any Bama or LSU recruit that chooses another school had from them.
