Exactly. Isn't that what the delay of game penalty for? Do what you want for a celebration. Just have the ref spot the ball and start the play clock.

Broker, I am not saying it should be tolerated just that it shouldn't be penalized.

Anything that is a judgement call should be left out of Ref's hands, that is a coming from someone currently coaching. The only ones that should be making judgement calls on a field is the coaches and the players.

I would suggest making penalties completely reviewable but that only works in the NFL and College. Plus it would make games painstakingly boring.

What I think would be better is for the AFCA to come up with a standard set of non-judgment related penalties. This could easily be done in a lab situation.

Create hard and fast rules on what is and is not holding, blocking the back, etc. Then have every level of football from the NFL down to Youth comply with said rules. Would make the game a whole lot easier with less complaining about the Refs. I mean Baseball can deterimine balls and strikes, lets get it out there what a hold is and is not. If soccer can have hard and fast rules and red carts, why not football? The targeting rule has been a mess because of Ref judgement calls.
